AI Literacy in European Schools: What Changes in 2026? Moving from “using AI tools” to building genuine AI competence

For the past few years, much of the conversation about artificial intelligence in education has focused on tools.
Which AI platform should teachers use? How can generative AI support lesson planning? Which prompts produce better results?
In 2026, I believe we have reached a turning point.
The real question for European education is no longer:
“Can teachers and students use AI?”
It is:
“Do our schools have the knowledge, competences, ethical awareness and institutional capacity to use AI critically, responsibly and educationally?”
This distinction matters enormously.
On 18 June 2026, the European Commission and the OECD presented Empowering Learners for the Age of AI: An AI Literacy Framework for Primary and Secondary Education.
For school education, this is an important development.
The framework defines AI literacy through knowledge, skills and attitudes and establishes 19 competences to help primary and secondary learners understand, use and shape AI responsibly.
This tells us something important about where European education is heading.
AI literacy is becoming an educational competence, not a technological extra
A teacher who knows how to generate a worksheet with AI is not necessarily AI literate.
A student who can produce an essay using generative AI is not necessarily AI literate either.
Real AI literacy requires much more.
Students need to understand how AI influences the digital environments around them, critically evaluate AI-generated outputs, recognise limitations and risks, make informed decisions about its use and consider the consequences AI may have for themselves and others.
Teachers face an even more complex challenge.
They need sufficient understanding not only to use AI themselves, but also to design learning environments in which students can engage with it critically, creatively, ethically and responsibly.
This changes the professional development conversation completely.
The question is no longer simply:
“Have we trained our teachers to use AI?”
Schools should increasingly ask:
“Have we developed our teachers' capacity to teach, evaluate and make professional decisions in an AI-rich learning environment?”
That is a much higher standard.
The classroom is only one part of the transformation
One of the most important aspects of the emerging European approach is that responsibility does not sit solely with individual teachers.
The AI Literacy Framework is intended to support educators, school leaders and policymakers in translating AI literacy into meaningful learning experiences.
That is significant.
AI literacy cannot become another responsibility quietly added to an already overloaded teacher's job description.
Schools themselves need an institutional approach.
School leaders should begin asking questions such as:
What AI systems are being used in our institution?
Do teachers understand their opportunities and limitations?
What happens to student or institutional data when AI tools are used?
How do we address hallucinations, bias and unreliable outputs?
When is AI-supported student work acceptable?
How should assessment evolve when generative AI is readily available?
What should students understand before being asked to use an AI system?
These are no longer hypothetical questions.
They are becoming everyday questions of teaching, leadership and school governance.
2026 also brings a stronger ethical and regulatory context
The AI Literacy Framework is not appearing in isolation.
In June 2026, the European Commission also published updated Guidelines on the Ethical Use of Artificial Intelligence and Data in Teaching and Learning.
The Commission explains that the update responds to three major developments:
the significant increase in AI use in education;
the introduction of regulations such as the AI Act;
and the growing need for ethical and critical AI literacy.
The guidelines provide teachers and educational staff with practical scenarios, guiding questions and explanations covering responsible AI use, the AI Act and GDPR.
This matters because AI literacy cannot be separated from responsible use.
Knowing how to operate an AI system is one competence.
Knowing when to use it, when not to use it, how to question it and how to protect learners while using it is another.
From individual experimentation to institutional readiness
This is where I believe schools need to change their approach.
For the last few years, AI adoption in many schools has largely depended on individual enthusiasts.
One teacher experiments with ChatGPT.
Another uses an AI presentation tool.
Another develops prompts for lesson planning.
Another avoids AI entirely.
This experimentation has been useful.
But experimentation is not an institutional AI strategy.
The next stage requires schools to move from:
individual experimentation → shared competence
tool adoption → pedagogical purpose
informal practices → responsible institutional principles
one-off workshops → continuous professional development
AI enthusiasm → evidence-informed implementation
That transition may become one of the defining challenges of school digital transformation over the next few years.
What should schools do now?
I would not recommend beginning by purchasing more AI subscriptions.
I would begin with people.
And then with institutional readiness.
In practical terms, I believe schools should consider five immediate actions.
1. Map current AI use
Understand which AI systems teachers and staff are already using and for what purposes.
Many institutions may discover that AI adoption has already happened informally before an institutional strategy has been created.
2. Establish an AI literacy baseline
Before designing professional development, understand what teachers already know.
Where are the competence gaps?
Where are the misconceptions?
Which staff members need introductory AI literacy and which need more advanced pedagogical development?
Training without a baseline risks giving everyone the same intervention regardless of actual need.
3. Move beyond tool-based AI training
“10 AI tools every teacher should know” can be useful as an introduction.
But it cannot constitute an AI professional development strategy.
Training should progressively address areas such as:
critical evaluation of AI outputs;
pedagogical decision-making;
privacy and data;
bias and fairness;
responsible prompting;
assessment;
inclusion;
student AI literacy;
and human oversight.
4. Develop clear institutional principles
Teachers and students should not have to independently guess what responsible AI use means in their school.
Schools need clear expectations about acceptable use, transparency, assessment, data protection and professional responsibility.
These principles should support teachers rather than simply restrict them.
5. Treat AI literacy as continuous professional development
A single workshop will not solve this challenge.
AI technologies are evolving.
Regulation is evolving.
Educational practices are evolving.
Our professional development models therefore need to evolve as well.
And what should teachers do?
Teachers should resist two extremes.
The first is fear:
“AI will destroy education, therefore we should keep it outside the classroom.”
The second is uncritical enthusiasm:
“AI can do everything, therefore we should integrate it everywhere.”
Neither position provides a strong foundation for education.
The professional position lies between them:
Understand it. Test it. Question it. Use it where it adds educational value. Reject it where it does not. And always retain professional judgement.
That, in my view, is the direction in which AI literacy should develop.
Why the 2026 framework matters beyond 2026
There is another signal worth watching.
The OECD's planned PISA 2029 Media and Artificial Intelligence Literacy (MAIL) assessment is intended to examine whether young people can critically engage with a world increasingly mediated by digital platforms and AI systems.
The OECD explicitly identifies the EC-OECD AI Literacy Framework as contributing to this work.
That should attract the attention of school leaders.
What is currently discussed as an emerging competence may increasingly become part of how education systems understand learner preparedness.
AI literacy therefore should not be treated as a temporary response to ChatGPT or the latest generation of AI tools.
It is becoming part of a much broader discussion about what it means to be educated in an AI-mediated society.
From digital transformation to AI-ready education
Europe has spent years discussing digital transformation in schools.
2026 may mark the beginning of the next phase:
AI-ready education.
But an AI-ready school is not the school with the largest number of AI tools.
It is a school where:
teachers understand what they are using;
students learn to question rather than merely consume AI outputs;
leaders establish responsible institutional practices;
privacy, ethics and inclusion are considered from the beginning;
professional development responds to actual competence gaps;
and technology remains subordinate to educational purpose.
The European Commission-OECD AI Literacy Framework gives schools an important common reference point.
The next challenge is implementation.
And implementation will require much more than technology.
It will require teacher competence, leadership, institutional policy, continuous professional development and a clear understanding of what we actually want AI to contribute to education.

from tools to competence, from experimentation to responsible practice, and from individual AI use to institutional AI readiness.
The question for schools in 2026 is therefore not:
“Are we using AI?”
The better question is:
“Are we ready to use AI well?”
