Estonia Leads the EU: What PISA 2025 Reveals About a New European Education Benchmark

1st in the EU in Science, Mathematics and Computational Problem Solving — and 2nd in Reading

For many years, discussions about high-performing European education systems have often looked north, particularly towards Finland. PISA 2025 provides a compelling reason to broaden that perspective.
When the results are examined specifically among the 27 Member States of the European Union, Estonia occupies an exceptional position. It ranks first in the EU in science, mathematics and computational problem solving, and second in reading.
This is not simply another strong PISA performance by Estonia. It raises a larger question for European education:
Has Estonia become the EU's new educational benchmark?
The answer requires looking beyond rankings. Estonia's significance lies in the combination of high achievement, relatively equitable outcomes, scientific enquiry, computational problem solving and resilience. At the same time, its own declining trends in some areas provide an important warning against complacency.
Estonia's position among the EU-27
PISA 2025 reports the following mean scores for Estonia:

The underlying OECD table confirms Estonia's scores of 527 in science, 499 in reading, 508 in mathematics and 541 in computational problem solving.
When the 27 EU Member States are isolated from the complete PISA table and ranked, Estonia leads the Union in three of the four domains.
In reading, Ireland scores 500 and Estonia 499. The difference is just one point.
The picture is therefore remarkable:
No other EU Member State matches Estonia's combination of positions across all four PISA 2025 domains.
1. Science: Estonia is No. 1 in the EU
Estonia's science score of 527 places it first among EU Member States.
The comparison with other strong EU systems illustrates the size of Estonia's advantage:

These figures come directly from the PISA 2025 performance table.
Estonia is therefore 23 points ahead of Finland in science.
That comparison is particularly significant in a European context. Finland has historically played an influential role in international discussions about educational quality. PISA 2025 does not diminish Finland's achievements, but it demonstrates that the European conversation about educational excellence can no longer revolve around Finland alone.
Estonia deserves equal—and arguably greater—attention when current student outcomes are the focus.
But Estonia's science leadership is not merely quantitative.
Among the 14 highest-performing systems internationally, the OECD identifies Estonia, B-S-J-Z (China) and Macao (China) as having a particular relative strength in constructing and evaluating designs for scientific enquiry.
Estonian students are therefore demonstrating more than knowledge acquisition.
They are demonstrating the capacity to investigate, evaluate and reason scientifically.
For Europe, that distinction matters.
2. Mathematics: Estonia again leads the EU
The same pattern appears in mathematics.
Estonia scores 508, the highest score among EU Member States in PISA 2025.
Several traditionally strong European education systems are considerably lower:

The OECD table provides these country results directly.
The Estonia–Finland comparison is again striking:

Finland: 469
This is a 39-point difference.
The important policy question, however, should not be which country “wins”.
European policymakers should instead ask why Estonia is currently maintaining mathematics performance at a substantially higher level than many other EU education systems.
That question becomes particularly important given the widespread deterioration in mathematics performance observed in recent PISA cycles.
3. Reading: Estonia narrowly misses first place
Reading provides a different—and particularly interesting—picture.
Ireland scores 500.
Estonia scores 499.
Therefore:
Ireland — 1st in the EU
Estonia — 2nd in the EU
The difference is only one PISA point.
Estonia remains substantially ahead of many major EU education systems. Poland scores 482, Finland and Italy 474, Austria 467, Belgium and Sweden 466, Germany 465, Lithuania 464 and Portugal 462.
Yet this second-place position should not hide Estonia's most important warning signal.
Between PISA 2022 and PISA 2025, Estonia's reading performance declined by 12 points.
Estonia can therefore simultaneously be:
one of the EU's best-performing reading systems
and
a system experiencing meaningful deterioration in reading performance.
Both statements are true.
This distinction matters because rankings can sometimes conceal structural changes occurring beneath them.
Estonia's challenge is therefore not simply to remain ahead of other EU countries. It is to reverse its own negative trajectory.
4. Computational problem solving: perhaps Estonia's most strategically important EU result
The most forward-looking comparison concerns computational problem solving.
Estonia scores:
541
This places it first among the EU-27.
The gap with other EU systems is considerable. For example, Czechia scores 517, Lithuania 512, Ireland 511, Austria 509, Belgium 508, Finland and Poland 507, Denmark and Luxembourg 506, and Sweden 503.
The OECD identifies Estonia internationally among the strongest OECD performers in computational problem solving, together with Australia, Japan, Korea and New Zealand.
This result may have greater long-term importance than Estonia's traditional PISA rankings.
Europe is increasingly concerned with preparing young people for environments shaped by:
digital technologies, algorithms, artificial intelligence, complex information and rapidly changing problems.
In such an environment, simply knowing how to operate technology is insufficient.
Students must be able to reason with it.
Estonia's performance suggests an important distinction for European digital education policy:
Digital competence should ultimately be measured by what students can think and solve—not by how much technology they use.
5. Estonia versus Finland: is European educational leadership shifting?
The Estonia–Finland comparison deserves particular attention because Finland has historically been one of Europe's most influential PISA reference systems.

The underlying results are reported in the OECD performance table.
Estonia outperforms Finland across all four domains.
This should not be interpreted as evidence that the Finnish education model has somehow ceased to matter. Nor should PISA be reduced to a competition between two neighbouring countries.
It does, however, justify a change in the European education conversation.
For years the question was:
What can Europe learn from Finland?
PISA 2025 makes another question unavoidable:
What can Europe learn from Estonia?
6. Estonia's advantage is not just performance—it is performance with equity
A league table alone does not explain why Estonia matters.
High average scores can coexist with substantial educational inequality. Estonia's PISA profile is more interesting because relatively strong equity accompanies its high performance.
The OECD identifies Estonia among a small group of systems combining:
more than 75% inclusion at or above baseline science proficiency;
less than 10% of science-performance variation explained by socio-economic status; and
overall achievement above the OECD average.
The OECD consequently places Estonia among the systems simultaneously demonstrating socio-economic fairness and strong performance.
This changes the policy significance of Estonia's EU leadership.
Estonia is not interesting simply because its strongest students perform well.
It is interesting because the system demonstrates that excellence and equity do not have to be competing educational objectives.
That is an especially relevant lesson for the European Union.
7. Estonia also keeps severe underperformance comparatively limited
Another dimension strengthens this argument.
Across OECD countries, 26% of students on average did not reach baseline Level 2 proficiency in science. Estonia belongs to a group of only seven education systems internationally where fewer than 15% of students fall below that threshold.
The issue is important because education-system quality should not be judged solely by how far the highest-performing students can advance.
A system must also be evaluated by how successfully it prevents students from being left far behind.
From a European policy perspective, Estonia therefore provides an interesting model of:
raising the ceiling while protecting the floor.
8. But EU leadership should not hide Estonia's own deterioration
This is where a serious analysis must differ from promotional interpretation.
Estonia ranks:
1st – Science1st – Mathematics1st – Computational Problem Solving2nd – Reading
among EU Member States.
But being first does not necessarily mean that performance is improving.
Between 2022 and 2025, Estonia recorded:
Science: +1Reading: −12Mathematics: −2.
The longer-term picture is more concerning. The report records declines for Estonia over the decade in science, reading and mathematics, with particularly substantial deterioration in reading.
The OECD also notes that in Estonia's decade-long mathematics trend, deterioration was driven particularly by lower-achieving students, contributing to a widening performance gap.
This leads to an important distinction:
Estonia's EU leadership describes its relative position. It does not mean that Estonia's own educational trajectory is uniformly positive.
That may be the most important caution arising from the EU comparison.
Estonia should not measure future success simply by remaining ahead of its European neighbours.
It should measure success against its own previous performance.
9. Estonia offers Europe an alternative understanding of digital education
There is another reason Estonia's EU position matters.
Estonia is widely associated with digitalisation. Yet PISA 2025 provides a useful counterweight to simplistic assumptions about educational technology.
The OECD reports that AI is used less frequently for schoolwork in Estonia and Japan than in some other high-performing systems such as Korea and Singapore. It also notes differences in the comprehensiveness of their digital-learning policies.
Now place that finding beside Estonia's outcomes:
No. 1 in the EU in computational problem solving.
No. 1 in mathematics.
No. 1 in science.
That combination deserves Europe's attention.
It suggests that digital maturity should not be confused with maximum technology or AI consumption.
For European schools rushing to introduce generative AI, Estonia's results support a more thoughtful question.
Not:
“How much AI are our students using?”
But:
“What are students becoming capable of doing because of the way technology is used?”
That is a fundamentally different measure of digital transformation.
10. From the “Finnish miracle” to an Estonian benchmark?
It would be simplistic to declare one national system the new model that every European country should copy.
Education systems are embedded in different languages, cultures, demographic structures, teacher traditions, governance systems and social contexts.
Estonia cannot simply be transplanted elsewhere.
But benchmarks have another purpose.
They demonstrate what is possible.
PISA 2025 demonstrates that within the European Union it is possible to build an education system that simultaneously achieves:
very high science performance;very high mathematics performance;strong reading performance;exceptional computational problem-solving capacity;comparatively limited low performance;and relatively strong socio-economic fairness.
Estonia demonstrates that these objectives can coexist.
That is why its importance to European education policy now extends well beyond its population size.
What should the EU learn from Estonia?
PISA 2025 does not provide a simple recipe, and the results should not be used to manufacture one.
But they do point towards several questions European education systems should examine more seriously.
How does a system develop scientific enquiry rather than simply science knowledge?
How can digital competence become genuine problem-solving capacity rather than device proficiency?
How can high expectations coexist with educational equity?
How can disadvantaged students be prevented from falling far below baseline proficiency?
And increasingly:
How can schools embrace digital technologies and artificial intelligence without weakening reading, concentration, cognitive effort and independent thinking?
These are no longer peripheral questions.
They are central questions for Europe's educational future.
A small country with a large European lesson
PISA 2025 gives Estonia an extraordinary position within the European Union.
First in science.
First in mathematics.
First in computational problem solving.
Second in reading—one point behind Ireland.
But Estonia's greatest contribution to European education may not be its position on these rankings.
Its significance lies in demonstrating that academic excellence, equity, scientific thinking and digital capability can exist within the same education system.
At the same time, Estonia's declining reading performance and longer-term pressures show why even Europe's strongest-performing systems cannot stand still.
The next chapter of European educational excellence will therefore not simply be about producing higher scores.
It will be about maintaining deep learning in an increasingly digital and AI-mediated world.
And PISA 2025 provides strong evidence that Estonia should now be at the centre of that European conversation.
